Title
1. The League shall be called:
"The Derbyshire Hockey Association Women's League".
Government
2. The League shall be governed
by the Women's League Committee.
Members of this will consist of League Secretary, Registration Secretary,
Result Secretary and at least two Club representatives from each
division.
These positions will be voted at the Post Season General Meeting
3. There will be a POST SEASON GENERAL MEETING at the end of
each league season at which it is OBLIGATORY for one
member of each participating team to be present. Failure
to send a team representative will result in a £10 fine.
Persistent offenders will result in expulsion of the team from the League.
4. All nominations and resolutions for the alteration of rules
(duly proposed and seconded) for the following season must be
received by the League Secretary at least 28 days before the
POST SEASON GENERAL MEETING.
5. Voting at the POST SEASON GENERAL MEETING will be restricted
to one vote per team and one vote per League official.
Membership
6. Membership shall be open to any club affiliated to the
Derbyshire Hockey Association Women's Section.
7. Every club must register its colours at the beginning of the season
and not change them during the season without prior permission
from the League. Where two teams meet having the same or similar
colours, the visiting team shall change to a darker/lighter strip including socks.
It is the responsibility of the representative confirming the match to ensure that
these arrangements are made.
8. Players are to be fully paid up members of their club. Players will be
eligible to transfer to ONE other club during the season but must be
registered with their new club by 31st December.
A transfer will not be deemed complete until the original club can confirm
that the player has communicated to them that they desire a transfer and that
the player is free of debt, such as membership subscriptions, match fees, kit costs etc.
A transfer must be completed within 14 days.
9.
Those
players wishing to move Clubs within Derbyshire must complete the
‘Application for the Transfer of a League Player’, which is available on
the website.

10.Clubs shall register players with the Registrations secretary
each season.
Confirmation of registration must be received by the Club
before a player is eligible to
play for that club
11.Registrations of additional
players may be made with the Registration Secretary
throughout the season. Registration will NOT be
accepted by telephone,
but may be e-mailed to the League
Registrations Secretary
before 12 noon of the preceding Friday.
12. Any club found playing
unregistered players will have three points per match deducted.
13.Each Club in the Derbyshire League will be required to
indicate on the
'Registration of players Form' which team their players are a regular member of.
The Registration Secretary will register each player according to the team they
play for e.g. a 1st team player will be registered as 101, 102, a 2nd team
player
as 201, 202 etc. Clubs with a National League and/or Midlands League team
must send a copy of their league registration form to the Derbyshire
Registration Secretary
before the start of the Derbyshire League season.
National League teams must nominate eleven players including the goalkeeper and
Midlands League teams must nominate eight players who will not be able to play
in the
Derbyshire League. Each team should endeavour to play a minimum of eight players
who are registered with that team for each league game.
A player who plays 7 games with a team other than the team they are registered
with must be re-registered in the appropriate team. It is the CLUB'S
responsibility
to re-register the player with the appropriate team immediately following the
7th game.
Failure to do so will result in a 3 point deduction per offence (each extra game
played).
When re-registration takes place the new number will become 101/2 for a player
moving
down from 1st team to 2nd team or 504/3 for a player moving up from 5th to 3rd
team.
Clubs with more than one team, should wherever possible have squads of an even
size,
except the lowest placed team, which may be larger to accommodate new unknown
players,
players retuning from injury and stand-by players.
Only two players from the team above can play for the league team immediately
below them
on any weekend.
Teams may however use three outfield players from the team above if one of them
is
playing in goals. This must be indicated on the result sheet.
Goalkeepers registered for the Derbyshire League can move freely within all
other teams,
Midlands League goalkeepers can only drop down one team.
Goalkeepers should be marked on the result sheet.
All players may only play a maximum of TWO League games per weekend.
Any team found playing a player down more than one team or more than twice
in a weekend will be fined £3 and have 3 points deducted from their total.
Finance
14. The fees payable for each team affiliated to the
Derbyshire Hockey Association Women's Section shall be determined at the
POST SEASON GENERAL MEETING for the following financial year.
15. These fees shall be paid to the Treasurer no later than 15th September
each year. A delay in payment shall incur a fine of £10 per month.
16. The accounts of the League shall be closed on 1st April each year and a
balance sheet will be presented at the Derbyshire Hockey Association
ANNUAL GENERAL MEETING.
17. Should the funds at the disposal of the Treasurer be insufficient to meet
expenses at the end of the financial year, the teams in the League shall
be asked to make up the deficiency.
18. Fines must be paid within 14 days of receipt.
Failure to pay a fine on time will result in the fine being doubled.
Any fines that still remain unpaid after 10 days of being doubled will result
in the offending team being fined 3 points.
19. All matches must be played on the date arranged.
Postponements only occur if:-
a. Grounds man declares pitch unfit OR
b. Adverse weather conditions make play or travel impossible OR
c. Should there be any question of the ground or weather being
unfit on the day, a decision must be reached by the captains
and umpires.
The reason for postponement must
be reported to the Result Secretary within 72 hours.
The match date must be rearranged within 14 days in consultation with the Result
Secretary.
20. Teams must not postpone a game by reason of a side being unable to field
a full team. Matches must be played if a team can field a minimum of seven
players.
21. When in the opinion of the League Officials no acceptable notification of
cancellation has been received by the opposing team, the team at fault
will be fined £5 and will reimburse any travelling and/or pitch fees incurred
by their opponents.
Failure to fulfil a fixture will result in the offending team being fined £5 and losing
the match 3-0. Any team that forfeits a second match during a season will be
fined £5, 3 points and a loss of 3-0. If a teams forfeits a third match during a
season they will be fined £5 and may be demoted at the committees discretion.
Further penalties may also be enforced.
22.Matches should start promptly. If either team is unable
to field a minimum
of seven at the start time, due to circumstances beyond their control, then the
game may be subject to delay of a maximum of 15 minutes before commencement.
If after this delay, either team is still unable to field seven players then
they
shall forfeit the game.
23. The Secretary of the home team shall confirm arrangements not later than
10 days before the game, giving the start time and, if necessary directions
to the ground. Arrangements for match day cancellation due to inclement
weather should also be made at this time. Any away team who does not
receive 10 days notification should record details on the result sheet.
Any club failing to give required notice will incur a £10 fine.
24. League matches in the 1st Division to be preferably played on Astroturf
pitches, or on a pitch agreed by both teams and approved by a
League Official during the current season.
All matches to start for every division between 10am and 5pm.
25. Matches to be played in accordance with the current rules of the game
as published by the Hockey Rules Board.
The duration of the game shall be two periods of 35 minutes each.
26. All clubs shall provide and use goalposts, goal nets and backboards
and see that they are kept in good condition throughout the season.
The home team shall provide for every game 2 balls as per
HEL specifications.
27. All clubs must provide an umpire for each match even if as a consequence,
the team plays short. The umpire shall officiate for the whole of the game
unless he/she is injured and unable to continue, in which case it will be
necessary for the team he/she represents to provide a new umpire.
The new umpire should then continue for the rest of the game unless
injured/incapacitated themselves.
Each team in Division One shall provide a minimum Level 1 umpire.
28. Each team MUST send one player per team and at least one umpire
per club to the PRE SEASON UMPIRES MEETING. Failure to comply
will incur a £10 fine.
29.Both teams will be required to complete a separate
result sheet for each game.
The player registration numbers MUST be filled in and MUST be
handed to
the opposing teams umpire before the game is played. It is the team’s
responsibility to ensure this procedure is followed. Goalkeepers are to be
indicated
on the result sheet.
Following the match the Captains should complete and sign both sheets.
The umpires should also sign both sheets.
The captains will then post their oppositions’ sheet to the Result
Secretary.
Both completed sheets should reach the Result Secretary no later then the
Thursday following the match.
After each game the result should be sent via text to the Website Officer.
A fine of £10 will be
incurred by a team if result sheets are not received fully
completed by the due date
30.Each Team must ensure that
they have adequate first aid kit at each match.
31. The competing teams will play home and away in both divisions.
32. The points to decided the competition shall be 3 points for a win, 1 point
each for a draw. No club shall be allowed to give points away and in the
event of any match not having been played by the end of the season, any
allocation of points shall be decided by the League Officials.
33. At the end of the season, league positions shall be decided in the first
instance on POINTS and in the event of a tie GOAL DIFFERENCE.
If the teams are still inseparable then a play off shall be arranged to decide
the positions. A coin shall be tossed to determine the venue and a date
agreed which is mutually acceptable to both teams. If at the end of full time
the result is still undetermined then the game will be decided on penalty
strokes as per HEL regulations.
34.The top team from Division
One shall be entitled to hold the
League Championship Trophy for one year as will the top team in
Division Two Development League.
35. All league games shall be completed within 2 weeks following the final
League games. Failure to comply will result in a loss being recorded
against both teams.
36. The top two teams in Division Two may be promoted to Division
One, and the bottom two in Division One may be relegated to
Division Two according to the number of teams playing in the League the
following season.
At the POST SEASON GENERAL MEETING it may be deemed
necessary to organise play-offs to decided promotion and relegation places.
37. At the end of each season, if required a play off will take place between
the winners of Derbyshire Division One and the team representing Derbyshire
in the Conference Division. The Derbyshire Committee will arrange the date,
venue and umpires for the match.
IN THE EVENT OF ANY DISPUTE WHICH MAY ARISE IN CONNECTION
WITH THESE RULES OR OTHER MATTERS CONCERNING THE LEAGUE,
THE LEAGUE COMMITTEE SHALL DETERMINE THE ACTION TO BE TAKEN.
EACH TEAM MUST ENSURE THAT THEY HAVE AN ADEQUATE FIRST AID
KIT AT EACH MATCH.

Regulations for the Enforcement of Discipline
The responsibility for implementing the code is placed upon the clubs and no
Club should seek to protect a player from the consequence of her actions.
The following is summary of the information issued by the HEL.
1. Written records of all offences committed under this code shall be kept by
each Club and County Association and shall be available for inspection.
2. Regulation 2 shall apply to all games of hockey whether outdoor or indoor
played between affiliated clubs or between constituent bodies in any
competition.
3. A season shall be defined as between 1st September one year and
31st August of the following year.
4. Regulation 3 shall apply to the conduct of any members of the Association
at any time.
Any prohibition imposed under this regulation shall be served ONLY in
the competition in which the offence(s) occurred.
( a ) Suspension from game (Red Card)
If violence has been used - the player shall be prohibited from playing or
Umpiring for a minimum of five matches or 30 full days whichever is the
greater.
Non-violent - Minimum of three matches or 16 full days.
( b ) Temporary suspension (Yellow Card)
A player receiving three yellow cards in the same competition shall be
Prohibited from playing or umpiring in that competition for a minimum
of three matches or 16 full days whichever is the greater.
If the offences are repeated during the season the penalty imposed
shall be doubled.
A Club may impose any additional penalty.
A penalty, which has not been completed by the end of the season, shall
continue in the same competition the following season.
A club, Association or Umpire may report conduct, which appears to be
prejudicial to the interests of the game.
Red Card - The Umpire shall complete a Report Form and return it to the
League Secretary.
The League Secretary shall confirm to the club the suspension of the player.
Three Yellow Cards - The League Secretary shall confirm to the club the
suspension of the player.
If any player is in breach of these regulations the penalty is automatically
doubled.
Appeals
There is no right of appeal against Regulation 2.
Regulation 3, appeal in writing within 2 weeks.
